the U.S. labor force and relegated to the private sphere, many women of color had to work. \u201cThe problem that has no name,\u201d coined by Betty Friedan, during the 1960s was unrelatable to Black women and women of color who worked in domestic service jobs. Women\u2019s labor force participation rose rapidly during the second half of the 20th century, increasing significantly from the\u00a0<\/span><span class=\"c16 c5\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.brookings.edu\/blog\/up-front\/2019\/03\/26\/women-staging-a-labor-force-comeback\/&amp;sa=D&amp;source=editors&amp;ust=1667817921711783&amp;usg=AOvVaw0af3aeskJrs8VCuV9SPK6e\">1960s (at nearly 38 percent) through the 1980s, reaching its peak in 1999 at 60 percent<\/a><\/span><span class=\"c13 c5\">. While the rate has declined since, exacerbated by the pandemic, women &#8211; regardless of race and ethnicity, education level, marital status, and parental status &#8211; participate at higher rates than they did in the 1960s.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-741c7cb elementor-widget elementor-widget-heading\" data-id=\"741c7cb\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">But who played a role in enabling adults, particularly women, to live independent lives and do other work?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3b3b49c elementor-widget elementor-widget-text-editor\" data-id=\"3b3b49c\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"c8\"><span class=\"c5\">Domestic workers, who are overwhelmingly women, women of color, and immigrants, power our economy and do essential care work that sustains the labor force and keeps families alive. Enslaved Indigenous women and African American women forced into domestic work combatted their exploitation and confinement. Beginning in the mid-1800s through the 1900s, many immigrants including those from Asia, Latin America, Europe, and the Caribbean, and Indigenous women affected by U.S. expansion were tunneled into domestic labor, earned extremely low wages, and faced inhumane conditions. During Reconstruction, Black women\u2019s segregation into domestic labor jobs resulted directly from slavery and being denied other occupational opportunities. Non-white domestic workers faced intersecting forms of oppression due to their race, gender, and class.<\/span><\/p><p class=\"c8\"><span class=\"c5\">During the 1900s, many domestic workers organized unions and collective action across the country,\u00a0<\/span><span class=\"c16 c5\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.dwherstories.com\/timeline\/expanding-domestic-worker-unions&amp;sa=D&amp;source=editors&amp;ust=1667817921714941&amp;usg=AOvVaw09jc54VOnaFNZCZuerMdge\">despite not receiving legal recognition from the state<\/a><\/span><span class=\"c5\">. Many domestic workers participated in more radical organizing, such as strikes, civil disobedience, mass quitting, and slowing down their work. Domestic worker organizing expanded during the Great Depression, as domestic workers joined nationwide labor uprisings across the country in response to the passage of\u00a0<\/span><span class=\"c16 c5\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=http:\/\/www.labor-studies.org\/pdfs\/Womens-Labor-History-Month-Article.pdf&amp;sa=D&amp;source=editors&amp;ust=1667817921715220&amp;usg=AOvVaw2pSRkxmv3snoT1nKwcbVNt\">New Deal legislation that gave workers the right to organize<\/a><\/span><span class=\"c5\">. While not all movements achieved success, domestic workers proved that they could organize collective bargaining power\u00a0<\/span><span class=\"c16 c5\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.dwherstories.com\/timeline\/no-window-washing&amp;sa=D&amp;source=editors&amp;ust=1667817921715423&amp;usg=AOvVaw0xHJKTvJ0q0xrHj7r7dy66\">despite lacking centralized workplaces and facing abuse<\/a><\/span><span class=\"c5\">; in many cities such as\u00a0<\/span><span class=\"c16 c5\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.dwherstories.com\/timeline\/making-our-own-new-deal&amp;sa=D&amp;source=editors&amp;ust=1667817921715609&amp;usg=AOvVaw0vW2tTWQqrXm8HaWrqNRJP\">St. Louis<\/a><\/span><span class=\"c5\">,\u00a0<\/span><span class=\"c5 c16\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.dwherstories.com\/timeline\/no-window-washing&amp;sa=D&amp;source=editors&amp;ust=1667817921715793&amp;usg=AOvVaw09i4xL8hFZPfZsaImmiY1z\">New York<\/a><\/span><span class=\"c5\">, and\u00a0<\/span><span class=\"c16 c5\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.dwherstories.com\/timeline\/the-domestic-workers-union-in-washington-dc?prev%3D\/search?q%3DWashington,%2520DC&amp;sa=D&amp;source=editors&amp;ust=1667817921716000&amp;usg=AOvVaw0QVUb_yByk4KKTvXqm_e41\">D.C<\/a><\/span><span class=\"c13 c5\">., domestic workers established contracts, minimum wages, and better work schedules while addressing employers\u2019 sexual harassment and economic exploitation.<\/span><\/p><p class=\"c8\"><span class=\"c5\">The Civil Rights Movement further inspired and trained domestic workers to organize. The National Domestic Workers Union of America (NDWUA), based in Atlanta, Georgia, became one of the largest and most active domestic workers\u2019 rights groups in the country. The organization had one requirement for its members:\u00a0<\/span><span class=\"c16 c5\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.dwherstories.com\/timeline\/we-are-politically-strong-and-independent&amp;sa=D&amp;source=editors&amp;ust=1667817921716532&amp;usg=AOvVaw1vnJd95AmYymtQpwCp23Km\">they all had to register to vote<\/a><\/span><span class=\"c13 c5\">. This strategy, along with training domestic workers to negotiate for better wages and working conditions, harnessed their worker and political power. Minimum employee threshold rules, exclusion of independent contractors from coverage, and the misclassification of domestic workers as independent contractors resulted in the exclusion of most domestic workers from Federal civil rights protections, including Title VII of the Civil Rights Act of 1964 and other laws. Women are not monolithic; middle and upper-class white women benefited from the exploitation of domestic workers since it enabled them to pursue careers at lower costs, and therefore\u00a0<\/span><span class=\"c16 c24 c23\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.dwherstories.com\/timeline\/no-union-will-regulate-my-home&amp;sa=D&amp;source=editors&amp;ust=1667817921718376&amp;usg=AOvVaw01Re-nYN86BWhzvxQCJ2J4\">played a role in excluding domestic workers in legislation<\/a><\/span><span class=\"c0 c17\">.<br \/><br \/><\/span><span class=\"c0\">Domestic workers face vulnerabilities to discrimination and\u00a0<\/span><span class=\"c16 c24 c23\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.washingtonpost.com\/outlook\/2019\/04\/22\/how-women-are-transforming-organized-labor\/&amp;sa=D&amp;source=editors&amp;ust=1667817921718834&amp;usg=AOvVaw2xL_XsFBtKxfeMgOFliyi6\">sexual\u00a0<\/a><\/span><span class=\"c0 c17\">harassment, exacerbated by poverty, immigration status and a fear of deportation, language barriers, lack of support networks, and limited knowledge about laws and legal processes.<br \/><br \/><\/span><span class=\"c0\">A\u00a0<\/span><span class=\"c16 c23 c24\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.domesticworkers.org\/programs-and-campaigns\/developing-policy-solutions\/bill-of-rights\/current-campaigns\/national-domestic-workers-bill-of-rights\/&amp;sa=D&amp;source=editors&amp;ust=1667817921719352&amp;usg=AOvVaw3Z-W2GokF53G-f9tw80IYS\">2021 National Domestic Workers Alliance Survey<\/a><\/span><span class=\"c0 c17\">\u00a0reported:<\/span><\/p><ul class=\"c34 lst-kix_list_1-0 start\"><li class=\"c6 li-bullet-0\"><span class=\"c5 c15\">16 percent of domestic workers have a written agreement with their employer.<\/span><\/li><li class=\"c8 c25 li-bullet-0\"><span class=\"c0 c17\">over 30 percent of domestic workers do not get meal and rest breaks, and of those who do, only 34 percent are paid for those breaks.<\/span><\/li><li class=\"c6 li-bullet-0\"><span class=\"c5 c15\">81 percent of domestic workers do not receive pay if their employer cancels on them with less than three days&#8217; notice, and 76 percent receive no pay if their employer cancels on them after they show up for work.<\/span><\/li><li class=\"c6 li-bullet-0\"><span class=\"c5 c15\">23 percent of domestic workers feel unsafe at work.<\/span><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-67eb69d elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"67eb69d\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-57e39c4\" data-id=\"57e39c4\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-164884d elementor-widget elementor-widget-heading\" data-id=\"164884d\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">The Future for Domestic Workers<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-724ead3 elementor-widget elementor-widget-text-editor\" data-id=\"724ead3\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span class=\"c5 c15\">Women, especially women of color,\u00a0<\/span><span class=\"c16 c5 c23\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.washingtonpost.com\/outlook\/2019\/04\/22\/how-women-are-transforming-organized-labor\/&amp;sa=D&amp;source=editors&amp;ust=1667817921720344&amp;usg=AOvVaw2qig0_R5jRcDyjxRlUrUQU\">are on the frontlines of worker-organizing in various industries, including those categorized by the patriarchy as \u201cwomen\u2019s work.\u201d<\/a><\/span><span class=\"c5 c15\">\u00a0Domestic workers have &#8211; and always have &#8211; a unique position on the frontlines. The\u00a0<\/span><span class=\"c16 c5 c23\"><a class=\"c4\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.domesticworkers.org\/&amp;sa=D&amp;source=editors&amp;ust=1667817921720627&amp;usg=AOvVaw0fbiOiqP-tg5wFxWy6mDaV\">National Domestic Workers Alliance (NDWA)<\/a><\/span><span class=\"c3\">\u00a0is growing the legacy of the forerunners of domestic worker organizing, working to gain rights and respect for domestic workers through voter mobilization, policymaking, storytelling, and consciousness-raising. The NDWA is working to pass the National Domestic Workers Bill of Rights to ensure inclusion in workplace laws and add new protections with stronger enforcement mechanisms. The U.S. will not achieve full workplace equality until domestic workers are given the dignity, respect, visibility, and protection they deserve. Investing in care work is essential to building a strong economy that supports families.
